đą About FNDC & DYT
The Family Network for Deaf Children (FNDC)Â is a BC-based non-profit and registered charity supporting families with Deaf and Hard of Hearing (DHH)Â children across the province.
Our Deaf Youth Today (DYT)Â program provides DHH children and youth with camps, leadership training, and meaningful employment opportunities in an ASL-rich environment.
Weâre expanding our programs and need clear, practical policies to support that growth.

đ Scope of Work
The consultant will review, create, and organize policies and procedures for:
1. Administrative & Operational Practices
Records, privacy, safety, incident reporting, risk management, safeguarding, insurance-aligned practices.
2. Seasonal & Summer Staff Manuals
Hiring and onboarding, codes of conduct, supervision ratios, duty of care, off-site procedures, transportation, health and medication management, water safety, emergency response, abuse prevention.
3. Parent Information & Participant Manuals
Program overview, expectations, accessibility/accommodation, communication, consent/media, behaviour support, complaints/appeals.
4. Board Governance
Roles and responsibilities, officer descriptions, code of conduct, conflict of interest, confidentiality, whistleblower policy, boardâstaff relationships, decision-making, and minute standards.Â
â Must-Have Qualifications
Proven experience drafting policies and procedures for child/youth-serving organizations.
Deep understanding of insurance, safety, and risk management in non-profit or camp environments.
Working knowledge of HR practices and employment standards.
Ability to work independently and deliver clear, usable documents.
Understanding of DHH community needs (children, youth, and staff).
ASL & English fluency and understanding of accessibility principles.
(If no single candidate meets all requirements, FNDC may contract multiple individuals to cover key competencies.)Â

Governance experience (policy suites, role descriptions, terms of reference)
Familiarity with the BC Societies Act
Experience writing plain-language, accessible documents
Comfortable collaborating with DHH consultants and interpreters

Hours:Â Flexible, milestone-based
Compensation:Â Commensurate with experience and scope
